At the moment, panopoly_magic's "Use pager" checkbox added to Views blocks (if they were configured with "Allow settings: Use pager") is designed only to hide an existing pager if there is one; it won't add a pager where none was configured on the View.
It would be nice to be able to add a pager, so that the default could be to have no pager. Especially, since the checkbox will be added in any case, and right now, it doesn't do anything if the View wasn't configured with a pager.

Alright, allowing enabling a pager where none was configured is a bad idea, because there's no way to choose the configuration for the pager.
So, instead, I've reworked this to require the View have a configured pager, but allow setting it to be disabled by default.
