Not seeing any queued tags for node edits

Is it normal for node edits to skip the queue and go straight to being purged? We are trying to confirm whether node edits are getting queued and purged, and they never seem to show up in the queue. We have completely cleared out the blacklist in the core tags queuer, but still aren't seeing anything in the queue after editing nodes. It does seem like the node paths are invalidated, but maybe Drupal is skipping the queue and doing the purge directly? Our site is very complex with a lot of custom code, so I'm hoping to learn whether this behavior is expected, or if something else we have installed may be causing the problem.
