Maintenance mode support

Problem/Motivation

When Drupal is put into maintenance mode, health-check-url returns 503 (service unavailable) responses. In a Kubernetes environment, with readiness/liveness probes using the health-check-url, this causes containers to be taken offline, recycled. Health check endpoint should not be affected by maintenance mode.

Thanks! Yes, feature flag sounds good, defaulting to current behavior to preserve backwards compatibility.
