Doesn't trigger auto recalculate shipping costs

When 'Auto recalculate shipping costs when the shipping address changes' option are selected in the Shipping information pane the relevant function/method is not triggered and involves the user having to manually submit the form.

I am investigating the cause/solution and will update this issue
