Allow activator tasks to have weights

Problem/Motivation

Tasks returned by activators are not in a specific order. That can be a problem for things like follow-up tasks exposed by recipes, which always come after the Reapply task. It would be better to allow tasks to carry weights in some way (perhaps as an option on the URL) and sort them before returning them to the frontend.
