11.1.4 french translation incomplete

Problem/Motivation

When installing Drupal Core 11.1.4, french installation selected, translation is largely incomplete.
To eliminate the problem, I had to install 11.1.3. (translation is OK with 11.1.3) and then upgrade the installation to 11.1.4.

Steps to reproduce

Install 11.1.4 in french version. See that only a fraction of translation has been applied.

Proposed resolution

Temporary solution : I had to install 11.1.3. (translation is OK with 11.1.3) and then upgrade the installation to 11.1.4.

It seems 11.1.4 and 11.1.3 have the same number of untranslated strings.

Could you be more specific about exactly what you have seen?

As far as I remember, when installing 1.1.3, I saw in the report when translation was loaded :
10,000+ items translated

As far as I remember, when installing directly 1.1.4, I saw in the report when translation was loaded :
600+ items translated

As I mentioned I cleared the problem installing 1.1.3 and then upgrading to 1.14
