Add tests for a recipe with files having the files

Problem/Motivation

In https://www.drupal.org/project/drupal_cms/issues/3502035 📌 Optimize default images Active , we updated some file names so a file name didn't match the provided file. A test should check to ensure that the a recipe that installs files has the actual files.

Steps to reproduce

Delete an installed file in a recipe so that the file is missing on purpose. Run tests. The tests all pass.

Proposed resolution

Recipes that provide files and are missing those files should fail to pass tests.

None.

Fixed the misnamed file that we committed in 📌 Optimize default images Active and added test coverage to prevent this from regressing again.
