Weird JavaScript errors with aggregation enabled in some situations

Problem/Motivation

Noted by @chrisfromredfin whilst manually testing ✨ Allow recipes to be re-"installed" (re-applied) inside PB Active :

having an issue with 'Drupal2.$dialog is not defined' or something similar. I have seen this in other MRs so I don't think it's related to this issue. But I've seen it enough that it should have a [follow-up].

Steps to reproduce

Maddeningly, we don't entirely know. These errors appear to be intermittent, but we do know they only seem to happen when JavaScript aggregation is turned on. If you see errors like this, they'll be in the browser console.

Proposed resolution

TBD, once we figure out why this is happening.

NOTE:

I'm using a generic "GTM-xxxxx" where x is a digit pattern when installing.

My PB settings allow multiple installs (max_selections NULL)
