Move details.css to the collapse library

I can't see what this CSS is achieving, if anything, so we could potentially remove this file altogether, it hasn't been touched since 2015, but it would need front end review for that.

Postponing on 📌 Check if we still need details.css Active - assuming that lands we can just close this as duplicate.
