Jobs in pending state, running cron no effect

Problem/Motivation

I get these in the logs after running cron:

Unable to translate job item: 700, the following exception was thrown: Update existing 'tmgmt_job_item' entity while changing the ID is not supported.

I have multiple jobs in progress and needs review state.
After running cron there are still all the same jobs in pending state.
