This is what every Drupal module does: when you have multiple languages enabled on your site and install a new module, Drupal is looking on its localization service, if translation files are available, and if so, it would download them and import the translations into the site.
That has nothing to do with this module in particular, it's the Drupal infrastructure providing that service.
And if you don't need eca_tamper, you can certainly uninstall it again.
