New require-dev dependencies in composer.json are not loaded in composer pipeline job

This problem needs to be tested in isolation, as it may be a Scheduler set-up fault. Also need to test with a project other than drupal/eca to remove that possibility.

This is an error in the Scheduler repo, customized composer before_script. Nothing to do with Gitlab Templates, which works correctly.
