Go stable and get security coverage

Problem/Motivation

This project is not released as stable for now, which implies that it cannot be submitted to Drupal security team. For a government related project, it seems a little bit sad.

Proposed resolution

Publish a stable release and submit it to the Drupal security team / "opt into coverage by the security team" (see https://www.drupal.org/docs/develop/managing-a-drupalorg-theme-module-or... → ).
