Remove CORE_PREVIOUS_PHP_MIN from .gitlab-ci.yml when Drupal 10 testing is dropped

Problem/Motivation

This module requires PHP 8.2 on Drupal 10, and this minimum needs to be set when CI tasks run. When Drupal 10 testing is dropped we can remove this requirement.

Remaining tasks

Remove CORE_PREVIOUS_PHP_MIN: '8.2' from .gitlab-ci.yml.
