Update text translation options

Problem/Motivation

With the latest updates of the deepl API, we get new options for the translations.

Remaining tasks

  • add option model_type with selectable values
    • quality_optimized
    • prefer_quality_optimized
    • latency_optimized
  • fix display of tag_handling options - the following options are only available for xml
    • outline_detection
    • splitting_tags
    • non_splitting_tags
    • ignore_tags

User interface changes

  • option for model_type is added to configuration form
  • dependendent fields for tag_handling are updated to only be shown for xml instead of xml and html
