AI Logging has a hidden delete function if automated logging is not enabled

Problem/Motivation

AI Logging settings has a 'Log requests' tickbox. When not ticked, the pruning service still kicks in and can delete old logs.

Steps to reproduce

Untick the box, still the default config sets prompt_logging_max_messages and prompt_logging_max_age

Proposed resolution

Move the max messages and max age outside of the log requests conditional form states in case automated logging is not enabled, so its clear that deletion still happens + control given to decide how deletion should work.
