Incorrect target id for group events

Problem/Motivation

✨ Handle group.user_membership.add and remove events Active is not working correctly, because Okta sends events with target id UserGroup but we are expecting Group.

Steps to reproduce

Proposed resolution

Change getTargetGroup to search for UserGroup.
