Allow administrators to create registrations in host access control

Problem/Motivation

The host entity access control handler checks create access differently than the registration access control handler. Namely, administrators do not get access to create registrations, but should as per [#3500382]. This should be corrected since the host handler is called directly in various places.

Proposed resolution

Add the relevant logic used in the registration access control handler for create access to the host handler.
