Update to USWDS 3.11.0

Hi, @timwood, there is nothing stopping you from upgrading to the latest minor version of 3.x. As it says on project home.

This theme is meant to be basic for that reason outside of major versions. As far as I know, there are no issues. I do have a change for adding some new header tags for a view table *I think* but thats it. Thats honestly a catch up from an item i believe they added for 3.8

When I release a new version, all that is truly modify are example related CDNs that no one should be using for production. In fact, it only updates those for a fresh install and doesn’t change your version.

Give it a try and let me know if there are any issues with the core theme. Ive been running the latest myself with no issues.

Ill push out to sync up the page out there soon… but again. Unless you’re waiting for sticky header uswds class in a table view theme… not a lot going on with minor updates versus major.

Also, feel free to reach out through profile email or slack. I definitely dont mind collaborating on anything or discussing for federal use.

Hey @mferanda. Totally makes sense. I just figured since there were a few USWDS releases out, it might be good to align this theme to the latest.
