Add the ability to generate a stub site template

Problem/Motivation

When generating a recipe-based installer, you might also want a site template, which is really just a top-level composer.json with some preset things (like the scaffold plugin, installer-paths configuration, etc). There's no particular reason we couldn't add an additional generator to do this.
