Permission Missing to administer contextual range filters

Problem/Motivation

Unless user 1, a user cannot set the settings for the contextual range filter
`administer contextual range filters` is missing for the route `/admin/config/content/contextual-range-filter`

Steps to reproduce

Install module
Follow directions to set up a contextual filter
try to have not user 1 manage settings

Proposed resolution

add permission to the permissions stack
