Drush command to update ECA models fails when ECA model data is not available

Problem/Motivation

The ECA update service goes through all existing models and updates the config values for all plugins if necessary. It also updates the model data, e.g. for bpmn_io. But that model data is now optional, and the update therefore fails, if that's not present.

Proposed resolution

Make the model data optional also for the update process.
