(configurable) Blocking of some words/sentences.

Problem/Motivation

I want to prevent prompt stuff, only relevant topical questions.

Proposed resolution

Add a config screen where I can add blocked words or sentences.
Questions that contain this will be blocked and receive an answer (Changable with a hook).

User interface changes

Add textarea with Blocked words/sentences
Add textfield with Blocked word "We rather don't answer this question".
