Formatter configuration not applied to non-private videos

Problem/Motivation

If the auth token isn't set then the formatter settings aren't added to URL paraemters.

Steps to reproduce

Add a video which doesn't require an auth token and configure the formatter.

Proposed resolution

Set the URL options before checking auth token.
