The "Checkout: Completion" event never fires

I have setup a small test workflow:

Event "Checkout: Completion".
Action: POST some order data to an external URL.
This event never fires for me...

I changed the event to "Order: Paid" and that one does fire.

If anything, that's an issue for commerce, not for ECA. Events are dispatched by Commerce in this case, ECA ist just subscribing to them. But if Commerce doesn't dispatch an event, then ECA can't do anything about that.
