Adding/removing an exposed filter doesn't clear the render cache for the exposed filter block

Problem/Motivation

If a view has its exposed filter set to appear in a block, then adding or removing filters or changing their 'exposed' setting does not update the block.

Steps to reproduce

1. Create a view with exposed filters, and set its exposed filters to be in a block.
2. Display the block on the site
3. Return to the view, and add another exposed filter
4. Reload a page that shows the view

Proposed resolution

When a view has exposed filters in a block, changing filter options needs to clear the render cache for the exposed block.
