All user roles cannot see config page blocks after upgrade

Problem/Motivation

Recently upgraded from 2.16 to 2.17 -- all user roles can no longer see config page blocks. Only Administrator and Anonymous user roles have the ability to see the blocks. I downgraded back to 2.16 and roles can now see the blocks.

Nevermind I figured this out. The Administrator and Anonymous roles had the relevant "View the config page type page entity" permissions enabled, but the Authenticated User role did not, and neither did any of the other roles.

Looks like the block access fix implemented in 2.17 is properly enforcing these permissions now.
