Add support for collection items

Problem/Motivation

In the old admin_toolbar_content module you could group content types in to "collections". This created an hierarchy of menu items under "content".
We should also bring this back in navigation_extra. Only the way the menu's are generated in the template do not allow for deeper levels of menu's.
