Optimize Containerbuilder::findTaggedServiceIds()

Problem/Motivation

findTaggedServiceIds() is not optimized and TaggedHandlersPass optimized it. But the place for optimization is in the container.

Steps to reproduce

Proposed resolution

As we found in #2910814: Deprecate magic ServiceProvider file discovery → YamlFileLoader is already forked beyond hope with the file caching added. Let's have at it then.
