When having tests that work with files, the site directory is ./web/sites/simpletest/<id>. But at initial install the simpletest subdirectory does not exist, leading to errors in the FileTestBase.
Creating the simpletest directory with 0755 permissions in the setup-drupal script would prevent such errors and does no harm to projects not needing it.
