[Meta] Roadmap for 2.0.x

This is a tracking issue for the bare minimum that needs to happen before we can ship Microwave 2.0.0. Please feel free to comment but refrain from updating the issue summary.

• Fix pipeline on 1.0.x
  • 📌 Fix PHPCS errors Active
  • 📌 Fix eslint errors Active
  • Fix cspell errors
  • Fix PHPstan errors
• Create 2.0.x-dev branch
• Set minimum version to D11
• Convert hooks to OOP hooks with attributes
• Drop constructor documentation and use property promotion where possible
