Add module documentation

I've started the process of stubbing out module docs here. We'll need a maintainer to link them to the module once they have been reviewed and approved:

My verified profile status is still pending and rendering me incapable of accessing certain contribution permissions. However in the meantime, I've created a Google doc of draft documentation to support this module.

Thanks @jhartman1! I would love to see some documentation pages added. I went ahead and verified your account. You should be able to create those pages. Mark this issue as needs review when complete and I'll review.
