Browsing the settings page results in error

Problem/Motivation

Browsing the settings page results in the error below on Drupal 10.3.8;

Symfony\Component\Routing\Exception\RouteNotFoundException: Route "layout_builder.navigation.view" does not exist. in Drupal\Core\Routing\RouteProvider->getRouteByName() (line 208 of core/lib/Drupal/Core/Routing/RouteProvider.php).

Steps to reproduce

Install this module and visit its configuration page: /admin/config/user-interface/navigation/extra

I see in navigation_extra.links.task.yml that a layout_builder route is used, namely layout_builder.navigation.view
