Cannot insert media while creating menu item without administer menu permissions

Problem/Motivation

When I am logged in with a user that doesn't have 'administer menu' permission, and I try to insert a media file in the media reference field while creating the menu link item I get an error:
The administer menu permission is required

Steps to reproduce

- Install the module Menu Item Extras → and manage the fields in the menu and add a media reference field.
- Log in with a user that has access to administer that menu but doesn't have 'administer menu' permission.
- Try to upload/insert a media file while creating a new menu item then you will get an error.
It works only if you the menu item but not while adding new one.

Proposed resolution

I have created a patch to fix this issue.
