Reopen "/comment/ID does not redirect to the canonical URL (3495377)"

💬 How to ensure "Redirect Comments To Node" Active started out as an issue in the Redirect module, and got marked as fixed because it worked as designed (the feature concerned now being in Core).

Further tests showed that this is not working in Core. I've updated that issue, but because it's now set to "Closed (Fixed)" I can't set it to Active again.

Setting this to Major, because I think that issue should be Major, so this needs to match.

Please can someone re-open that issue.
