Update parent menu item for the settings form

Problem/Motivation

The parent menu link used on the `suspect_blocker.admin_menu`, `system.admin_config_security` does not seem to exist.

Steps to reproduce

Install the module and try to find the menu item on the admin menu.

Proposed resolution

Use `system.admin_config_system` instead.
