Follow user settings still visible when it's not active

Problem/Motivation

Even if the "follow user" feature is not enabled, the users keep the possibility to allow or not the other users to follow them (see screenshot) in their profile settings

Proposed resolution

Hide follow option if feature is disabled in "Privacy" settings
