Improve action eca_set_new_revision to optionally also set uid and log message

Problem/Motivation

When setting a new revision on an entity, it's almost always the case, that the user also wants to set the revision user and a revision log message. Would be great to do all at once instead of 3 individual action items.

Proposed resolution

Add 2 more fields to the action plugin to also set the uid and log message. Both should be optional so that the user can leave them empty so that the plugin behaves exactly as before.
