Increase core_version_requirement to supported versions

In my opinion, this is important to do because we can't test against Drupal 9 in GitLab CI. So we can't guarantee compatibility. It may even be harmful to sites to declare that it is compatible. Aside from that, I want to be able to use more current APIs while developing the new branch.
