Create global 'image' component roughly based on NextJS's image component

Talking with @lauriii this morning about handling images in XB, and the intricacies including responsive images, various attributes, etc/

Proposed resolution

Lauri suggested creating a new image component, and suggested basing this off of NextJS's component (https://nextjs.org/docs/pages/api-reference/components/image), which he says is well thought out.
