Artisan subtheme not picking up new regions

I have added some new regions to artisan subtheme. They are showing under admin/structure/block, but when I put a block in one of those regions, it does not show up. Moreover, The block demonstration is also not showing the new regions.

I have cleared cache from admin panel and ran drush cr multiple times

I have attached the page.html.twig and .info.yml file
