Polish flow for Publish all changes" when receiving conflict errors in response

Overview

If a user presses Publish All on the Review changes panel, but the change list on the server differs from when they last fetched it then the user is alerted with an error message and the conflicting changes are flagged.

This user flow needs some polish.

This user flow needs an e2e test! (the challenge here being how to create the out of sync situation within a cypress test!)
