Add a shipment type condition plugin

I have certain types of order line that need to be shipped in a specific way...

I implemented a custom Packer plugin, which adds these lines to another shipment with a different type.

I want to be able to create shipping methods which apply specifically to the normal / alternate shipment types.

To allow this, I have made a Shipment Type condition plugin, and I think this should be part of the module.
