"UI eslint" job does not run for test-only changes

Overview

✨ Create a ComponentSource plugin for JS components Active was mostly a backend issue but we made some changes to Cypress tests. These were not linted and caused a failure in HEAD following the merge; they should have been caught in the MR itself.

Proposed resolution

Fix the changes section of the "UI eslint" job so test-only changes are caught.
