Ads are showing for admin

Problem/Motivation

If Auto Ads is enabled the ads are showing when I am logged in as administrator but not if I am loggd in as a normal user.

Steps to reproduce

Log in as Admin and enable Auto Ads. The ads are showing. Log out and log in as a normal user (this role have the option hide ads in permissions) and the ads are not showing.
