Add list styles for lists in the main content area

By default, the GCDS cdn theme does not show any list styles.

1. in CKE, make eiter an unordered or an ordered list.
2. save
3. look at the page and see that there are no list styles

Add overrides to any text added via cke and montor GCDS to see if the issue gets resolved upstream. At that time, remove overrides.

Adding custom styles for this conflicts with styles added by modules such as TOC. We have reached out the GCDS to see about getting list styles added upstream.

In the mean time, they can be managed in the custom theme.
