Turn all Tailpine output into TailwindCSS/Alpine based output

Problem/Motivation

Tailpine theme is based on the Starterkit Drupal core theme generation command. This commands makes the generated theme a base theme of the core Stable9 theme. All the output this new theme generates must output Tailwind classes. For this we need to alter all necessary output generated from Drupal. As first, we need to turn all the twig files in the templates directory of the generated theme and Stable9 theme to TailwindCSS/Alpine js output markup.
