In order to make a target for this field appear, you'll need to write a FeedsTarget plugin.
Feeds only aims to support targets for fields provided by Drupal core, so therefore I'm moving this issue to the Time Field issue queue.
There appears to already exist an issue for that there, so closing this issue as a duplicate as well.
