Require minimum DDEV version

Problem/Motivation

If the DDEV version is too old, then running the launcher fails, but there's no information given what DDEV version is required.
1.22.3 failed, but after upgrading to the latest version (at the point of writing 1.24.2)

Steps to reproduce

Try follow the instructions on https://new.drupal.org/docs/drupal-cms/get-started/install-drupal-cms/in... with an older version of DDEV.

Proposed resolution

Add a line with something like "If you already have DDEV installed, run "ddev --version" and if necessary upgrade DDEV to at least [...] https://ddev.readthedocs.io/en/stable/users/install/ddev-upgrade/
