Duplicate Submission should allow 'edit own' instead of 'edit any'

Problem/Motivation

We have a form where the users can either edit their past submissions or create new ones. As a time saver we want to let them duplicate their own past submissions, but the duplicate permission is to edit any submission, which seems like a mistake.

Steps to reproduce

User had edit own webform submissions permission.
The webform had "Allow users to duplicate submissions" checked
The user attempted to duplicate their own submission and gets a permissions error.

Proposed resolution

I believe it's just a little change to the route.
